About Information Systems Agency of Armenia (ISAA)
The Information Systems Agency of Armenia is supporting the creation of the Armenian e-society. In leadership with the Government and the Central Bank of Armenia, our mission is to implement key standards for how public services and digital projects should be delivered. Our guiding standard is the “Digital Architecture of Armenia,” a Government-approved approach that places interoperability, security, and high-quality service delivery as its core pillars. Our team consists of technology and policy-making specialists from various sectors, and we work transparently, engaging both the public and private sectors to help Armenia realize its goal of becoming a truly electronic society.
As part of this mission, ISAA houses Armenia’s Civilian Cybersecurity
Operations Center and Cybersecurity Emergency Response Team (CSIRT), a dedicated unit tasked with safeguarding Armenia’s digital infrastructure by responding to cyber incidents, enhancing threat awareness, and building national resilience.

Incident Response Lifecycle
- Manage the entire incident response process: preparation, identification, containment, eradication, recovery, and lessons learned.
- Coordinate with system administrators and end users to gather digital evidence during investigations.
- Document and report incidents with clear timelines, findings, and recommendations.
Infrastructure & Playbook Development
- Maintain and improve the IR infrastructure, tools, and systems used for threat detection and response.
- Develop and update incident response playbooks for common security incidents.
- Create training materials, policies, and guidelines for reporting and responding to security issues.
Threat Analysis & Response Enhancement
- Collaborate with team members to analyze attack vectors and identify root causes.
- Reevaluate the effectiveness of incident response procedures after each incident.
- Contribute to the continual improvement of IR capabilities and readiness.
